Its natural for the efflorescence (salts) to come out of new bricks flags or in your case terracotta tiles. clean it with propietry paving cleaner and then seal it with proprietry sealer such as thomsons one coat paving sealer

when laying vinyl tiles you have to let the adhesive set up for an hour or so or this will happen……….
before you lay the tiles you are suppose to put your hand in the adhesive and if no glue transfers to your hand it is ready to lay………..
only thing I know to do is to take the tiles up where it is coming through and let dry then relay,if not it will continue for a very long time……………………………..
