Would You Put A Heating System Under A Tile Floor?

What is the best thing to lay down carpets, woodflooring, tiles, laminet. Also is it very economical to run..
My husband did the floor tiling using the correct adhesive, thickness etc, but some of the tiles keep lifting and the cement will not dry out evenly. After two attempts and lots of expense we are at a loss as to why this is happening. It occured to me that the person who installed the heating perhaps ought to have laid it with matting over the top of it.
The installer says not, but what else could be the cause of the cement not drying on some of the tiles. Some have dried out perfectly well and are fixed others are not.
The concrete floor has the correct screen and was not damp prior to laying the tiles. Does anyone have any ideas please? Before we both go loco.
Dont label me stupid…lol! Ive purchased wrong underfloor heating mat and wondered what the difference between heating mats really is. (I no, I no…) To be honest, they look more or less the same and I have, in fact, unsed the Thermonet mat b4 which is universal…… please advise
the element covered for a few days before tiling the floor. The engineer wants to lay the heating, but my husband is unable to lay the tiles for two days.
What advice can you give me please. Such as is it okay to lay cardboard over the top of the heating until ready for tiling.
I’ve bought electrical heating mat kit to put in the new kitchen, but although a layer of the cement floor has been taken out – it is still not deep enough to put the thermal boards and mats and tiling on – or the flooring in the kitchen will be higher then everywhere else and being an open plan – this is not going to look good..
Does anyone know if there is any substitute for the Thermal boards? Something you can just roll out.. Or pour in.. Because I guess there is very little point laying electrical thermal mats directly on the concrete floor – all the heat will go right into the ground.. Although it does say in the product description “produced with PTFE insulated heating elements and a 100% earth screen” – I have no idea what that means..
Thanks!
Oh, here is the link of what I mean, just in case I am not making myself clear:

When using Shulter Ditra matting to de-couple tiles from a plywood floor should the electric under-tile heating cables be placed under the Ditra or be embedded into a screed on top of the matting? Should that screed then be left to set before laying the tiles on top?
